The Queensland Government seeks to obtain optimum value from its ICT investment. Where appropriate, a whole-of-Government approach is taken in the provision of products and services to support Government Priorities.
There are a range of whole-of-Government arrangements – some of which are mandated while others are open to all or selected Government agencies.
The following information provides details of whole-of-Government arrangements of various types. It has been established to promote a clearer understanding of the scope and nature of these arrangements.

SmartNet
SmartNet is a procurement arrangement for the purchase of data carriage services and Internet services, which is accessible by all Queensland Government Departments and Agencies. Government expenditure is being used as leverage to develop and deploy cost-effective broadband telecommunications services across Queensland for the benefit of both business and communities.
- SmartAccess
SmartAccess is procurement arrangement for the purchase of voice services (including network access, local calls, long distance calls, inbound calls and valued added services), which is accessible by all Queensland Government Departments and Agencies.
- Mobile Panel Arrangement
The Queensland Government has endorsed Telstra and Optus as the sole providers of mobile telephone equipment and services to Queensland Government Departments. In return, both carriers have committed to significant expansion of their mobile telephone networks in rural and regional areas of Queensland.
- State Government Copyright
Licences
Whole-of-Government agreements with copyright collecting societies for Queensland Government copyright materials.
- Microsoft Products and Services
The Queensland Government has three service arrangements in place for Microsoft products, services and training which are utilised by all departments and which are open to other Government agencies in the State.
- the Premier Support Service provides access to operational consultancy, technical account management support, workshops and the Exchange Risk Assessment Program;
- the Licensing and Software Licence Management service provides Microsoft products under the OPEN Government licensing program and software licence management support services; and
- the Microsoft technical training Panel provides access to discounted Microsoft technical training.
- Adobe Systems Incorporated Volume Licensing Arrangement (CLP)
A Queensland Government volume licensing program was established with Adobe Systems Incorporated on 31 May 2007.
This Adobe licensing program is open to all Queensland Government departments, agencies and Government Owned Corporations (GOC) over the next two years.
To ensure that agencies receive consistent licence management support services a quick guide has been developed to support current agency procurement practices. -
