Information and Communication Technology (ICT) Cabling (IS32)

Purpose

This Standard and Technical Supplement provide the minimum installation requirements and operational performance of Queensland Government cabling systems and direction for the application of the relevant Australian Standards (AS) for all copper and optical fibre cabling within all Queensland Government campuses and buildings, regardless of their intended use. The Standard applies to all ICT cabling including voice, data and video cabling, in horizontal cabling, backbone cabling, and campus cabling.

The Minimum Standard for Information and Communication Technology (ICT) Cabling fits within the Network Domain of the Government Enterprise Architecture (GEA) Reference Framework.

Policy statement

The standardisation of ICT reticulation cabling across all Queensland Government occupied accommodation and properties will establish a solid platform for implementing the Queensland Government’s complex and diverse information and telecommunications applications. The Queensland Government wishes to promulgate the use of structured ICT cabling (see Technical Supplement for Definition) with a goal of achieving 95 percent penetration by the end of 2005/2006 financial year.

Issue and review

This Standard was endorsed and issued by the Director-General, Department of Public Works in June 2004.

Review of this Standard will occur annually.

Implementation

There are no implementation dates for this Standard. However, the principles of the Standard must be applied when conducting cabling projects to:

  • the construction of new buildings (owned or leased);
  • fitouts of existing buildings (owned or leased);
  • upgrades to existing cabling infrastructure;
  • implementation of cabling infrastructure to interconnect new or existing buildings; and
  • implementation of new or additional cabling in heritage listed buildings.

Implementation advice and toolboxes are provided to assist agencies in implementing the mandatory principles of each Information Standard.

Mandatory principles

Principle 1 - Accountability and management

To ensure effective and consistent management of cabling across Queensland, Government agencies must ensure that:

  • all cabling work conducted is consistent with regulatory and legislative obligations including relevant Australian and Queensland Government Information Standards;
  • all relevant stakeholders are consulted prior to commencing new or cabling upgrade projects;
  • comprehensive audits are conducted on completion of cabling projects;
  • only cabling systems offering appropriate warranties are used; and
  • warranty documentation for cabling infrastructure is kept up to date and that agencies and building supervisors retain copies of these.

Implementation advice

Principle 2 - Requesting and purchasing ICT cabling products and services

When requesting services for the provision, installation and maintenance of ICT cabling infrastructure, agencies must ensure that:

  • contracts between Queensland Government and the contractor/vendor are formed either;
    • under Government Information Technology Conditions (GITC); or
    • in compliance with AS2124 where cabling is purchased as part of a major building project involving a prime contractor. (The contractor must be pre-qualified under the Department of Public Works Pre-qualified Contractor (PQC) Scheme).
  • this Standard and the accompanying Technical Supplement are to be referenced as requirements in tender and contract documentation;
  • tenders and contracts incorporate the following clauses under “special or general conditions”:

“Under specific circumstances, the Queensland Government is willing to accept Cable Warranties under the following special conditions:

Condition 1: The Cabling Warranty provider agrees to replace defective product with the same or superseded product, i.e. in the case of a category 5 patch panel which is no longer available, this would be replaced by a category 6 patch panel of the same port size. This would need to be the case with all products and every effort would need to be made to find exactly the same product first; and

Condition 2: The Cabling Warranty provider agrees in keeping with cable warranties, where it has installed a re-badged cabling product, the actual brand of product in a particular building or campus will be maintained for the life of the warranty or the site will be completely replaced with new product.

  • tenders and contracts for ICT cabling are issued separately from any other electrical or building works.

Implementation advice

Principle 3 - System and performance specifications

To meet performance specifications, agencies must ensure that all cabling systems:

  • adhere to a single system that is certified by a single business organisation for:
    • buildings completely owned or occupied by the Queensland Government;
    • Queensland Government tenancies within a leased building; and
    • campus style sites such as schools, Technical and Further Education (TAFE) colleges, and hospitals, using a single certified system for each site.

  • meet the current minimum Queensland Government permanent link performance requirement; and

  • undergo commissioning tests prior to acceptance of work completed.
