Whole-of-Government funding 

The ICT Innovation Fund and Microsoft Program will assess multi-agency projects which seek to access available funding, both from ongoing Microsoft expenditure (Service Provision Fund) for Microsoft technology specific projects, and the ICT Innovation Fund to support whole of Government technology neutral projects.

Funding will be provided to innovative ICT initiatives that meet certain defined criteria and provide tangible benefits for whole of Government business including service delivery and training. Funding submissions may be submitted to one or both of the available funding programs. However, the ICT Innovation Fund is only available to Budget Funded Agencies (PDF, 8 kB).

As a general rule, whole of Government ICT funding submissions must incorporate at least one of the Queensland Government’s Information and Communication Technologies (ICT) priorities as detailed in the Smart Directions Statement for ICT within the Queensland Government (December 2004) (PDF, 580 kB) as well as at least one of the established whole of Government funding submission criteria below:

  • multiple agencies affected by a common business problem, where there are compelling reasons for pursuing a collaborative solution in the short term; or
  • two agencies affected by a common business problem, which may also apply to other agencies but can be resolved faster by treating the interaction between just two agencies as a case study for the others; or
  • a single agency affected by a business problem common to multiple agencies, where a solution can be developed that will substantially apply to other agencies (i.e. the solution concept and architecture are re-usable, even though implementation details may differ).

All procurement using Program funds will be under the Government Information Technology Contracting (GITC) Terms and Conditions Version 5.

A Program Guide has been developed to outline the proposed framework for submitting, assessing and approving funding submissions for whole of Government ICT project funding.
