The importance of ICT can be seen in the growing dependence of agencies for all aspects of service delivery. This in turn is reflected in the magnitude of Government expenditure on the procurement of ICT products and services.

While the State Procurement Policy applies to all Government procurement, a number of additional principles and guidelines are relevant only for the procurement of ICT products and/or services, including:

• Information Standard 13 Information and Communication Technology (ICT) Procurement is designed to complement the State Procurement Policy and details a number of additional principles and guidelines relevant only for the procurement of ICT products and/or services.
• The Government Information Technology Contracting Framework (GITC V5) contains standard contractual terms and conditions for use in the acquisition of ICT products and services. 
• Best Practice (IS13) Guide to ICT Procurement provides direction for agency ICT procurement.
• $2M Review process examines ICT product and/or service purchases where the total expenditure exceeds $2 million (including GST).
• Peer Review process is a process to align interim investment in ICT data centres, networks or infrastructure with consolidation implementation programs.
• SME Participation Scheme designed to assist ICT Small to Medium Enterprises (SME) gain greater access to the Queensland Government ICT market.
• GEA Position Papers provide a reference point against which agencies can determine compatibility with Queensland Government ICT directions and requirements.

Lilac Briefs are prepared by QGCIO for any Budget proposal with an ICT component which is presented to cabinet or CBRC, to ensure all significant ICT investments are aligned with and support Government's long term direction.
