State Owned Telecommunications Infrastructure (SOTI) 

The Queensland Government has developed a Standard Form of Agreement for licensing of State Owned Telecommunications Infrastructure (SOTI), including land, buildings and Rights-of-Way.

Telecommunications carriers often require access to SOTI to install telecommunications infrastructure such as mobile phone towers. In the past, Queensland Government agencies have negotiated licence agreements with carriers using various Forms of Agreement, often the carrier’s Form of Agreement. With more than seventy licensed telecommunications carriers now in Australia, a co-ordinated approach by the State to negotiations with carriers is needed.

The Standard Licence Agreement for SOTI will reduce the development timeframes of carrier infrastructure relying on SOTI and improve the productivity of agencies' negotiations with carriers.

The agreement is available for anyone who may need to licence access to SOTI. Comments are welcomed and can be submitted using the feedback instructions below.
