Modern life requires people to interact with many computer-based systems. Often these systems use mechanisms such as passwords to identify users and control access. Consequently, users are required to maintain multiple disconnected cyber identities, and to remember differing credentials to access those identities.

This document provides guidance to agencies seeking to implement secure password policies that are also reasonably user friendly.
