Request for Offer (RFO) (Definition)

An RFO is a formal notice to suppliers indicating that proposals/solutions (incorporating the provision of goods, services and equipment) are being sought to meet a detailed specification of agency requirements. An RFO is used by agencies to select the supplier most able to meet the specified need.
